In an era of rapid change within the digital media landscape, the European Commission continues to invest efforts in enhancing citizens’ media literacy by supporting cooperation among European countries and mitigating the harmful effects of disinformation.
This call is published under the Cross-Sectoral strand of Creative Europe, with a total budget of EUR 3,000,000. The maximum support per project amounts to EUR 500,000, with the EU co-financing rate set at 70% of the total project budget. Therefore, applicants are required to co-finance their projects from other sources.
Objective and priorities:
The aim of this call is to support innovative cross-border media literacy projects and practices across Europe, targeting diverse social groups and addressing the challenges of an ever-evolving digital media environment.
Support is intended for collaborative projects with clearly defined goals for improving media literacy, focusing on the following priorities:
• Providing solutions that enable citizens to develop a critical understanding of the media and to identify and appropriately respond to disinformation, information manipulation techniques, and other challenges in the online media environment.
• Enhancing and disseminating good practices in media literacy that take into account the changing media ecosystem, transcend cultural, national, or linguistic boundaries, and strengthen cooperation among different European regions. Innovative approaches may include new or original ideas, methods, tools, or implementation practices, whether online or offline.
• Consider the role of media literacy for citizen inclusiveness, civic engagement and societal resilience, including resilience against attempts to interfere with citizens’ free choice and participation in democratic processes.
Expected results
This call will result in:
• The creation or expansion of cross-border collaborations in projects that apply good practices beyond national, cultural, and linguistic boundaries;
• The development and implementation of tools and initiatives for media literacy, taking into account the needs of specific target groups – including, but not limited to, groups with limited media skills or access to media;
• Support for media literacy professionals in adapting their work to the rapid development of media formats and the changing habits of citizens in consuming media content.
Eligible activities
The following activities will be funded under this call:
• The creation and/or distribution of multilingual and/or multicultural materials, including interactive content, to improve citizens’ digital skills, their understanding of the media landscape, and their resilience to disinformation and attempts at information manipulation;
• The development of media literacy tools and other materials for citizens, trainers, content creators, and media professionals, targeting either all or specific age and social groups;
• The development of innovative media literacy solutions adapted to the current and future media landscape (the project may include prototypes but should not be exclusively focused on IT development);
• The organisation of training sessions for citizens, educators, and content creators, including the exchange of good practices across linguistic, national, and cultural boundaries;
• The organisation of public events and/or workshops to raise awareness and share good practices;
• Activities organised by local communities aimed at adapting and improving access to tools and other media literacy materials.
Eligible applicants:
Eligible applicants for this call are consortia composed of at least 3 legal entities from a minimum of 3 different countries participating in the Creative Europe Programme. The consortia may include:
o profit and non-profit organisations (private or public);
o public authorities (national, regional, local);
o international organisations;
o universities and educational institutions;
o media organisations;
o research and technology institutions;
o technology service providers.
Project duration: up to 24 months
