The European Union's support through this call is aimed at projects encompassing a wide range of activities and initiatives involving organisations from the cultural and creative sectors across the 40 countries participating in the Creative Europe β Culture Sub-programme.
With a total budget of β¬59,979,335 for 2025, approximately 130 projects are expected to be supported. These projects will foster cooperation among cultural organisations from participating countries, enhance the transnational dimension of creation and circulation of European artistic content, support the mobility of artists and professionals, and promote knowledge exchange. Additionally, the projects are expected to encourage development, experimentation, dissemination of information, and the application of new and innovative practices.
OBJECTIVES OF THE CALL
Objective 1 β Transnational Creation and Circulation
To strengthen the transnational creation and circulation of European works and artists.
Transnational creation and circulation are vital for advancing cooperation, expanding outreach, and often ensuring the sustainability and development of cultural organisations and individuals. Co-productions are a tool for fostering creativity, resource-sharing, and facilitating cross-border distribution and mobility. Projects are encouraged to take into account current challenges such as health and environmental issues, and to integrate innovative (especially digital) modes of content creation and dissemination.
Objective 2 β Innovation
To enhance the capacity of European cultural and creative sectors to support talent, foster innovation, and promote prosperity through job creation and economic growth.
Projects addressing this objective should focus on capacity building β whether technological and/or artistic. This may include the development and testing of new practices or models, as well as the dissemination of innovative approaches.
Innovation can also pertain to the social dimension, such as: audience development and inclusion; gender equality; inclusion of people with disabilities, minorities, and marginalized groups; combating climate change; digital transformation. Culture can also contribute to health and well-being, especially mental health, in light of growing evidence and the ongoing mental health crisis affecting young people in particular.
Cross-cutting issues such as inclusion, diversity, gender equality, and environmental sustainability (including the fight against climate change) are integral to the goals and priorities of this call.
This call is open to all cultural and creative sectors. However, since it falls under the Culture Sub-programme, projects exclusively consisting of audiovisual content or solely involving audiovisual sector organizations are not eligible.
CATEGORIES OF PROJECTS
New in 2025: This call includes three categories:
- CREA-CULT-2025-COOP-1 β Small-Scale Cooperation Projects:
Minimum 3 partners from 3 eligible countries
EU grant up to β¬200,000 (up to 80% of total eligible costs) - CREA-CULT-2025-COOP-2 β Medium-Scale Cooperation Projects:
Minimum 5 partners from 5 eligible countries
EU grant up to β¬1,000,000 (up to 70% of total eligible costs) - CREA-CULT-2025-COOP-3 β Large-Scale Cooperation Projects:
Minimum 10 partners from 10 eligible countries
EU grant up to β¬2,000,000 (up to 60% of total eligible costs)
Project duration: Maximum of 48 months for all categories.
ELIGIBLE APPLICANTS
Legal entities (public or private) established in one of the 40 countries participating in the Creative Europe β Culture Sub-programme. Natural persons are not eligible to apply.

The deadline for submitting project proposals is 13 May 2025 at 17:00 CET.
