Can individuals apply?
Only legal entities can apply to Creative Europe calls. Since 2021, individuals may apply for mobility projects under the Culture Moves Europe programme, managed by the Goethe-Institute in Brussels on behalf of the European Commission.
What is the role of the lead partner in a project?
The lead partner (project coordinator) holds the contractual responsibility to the European Commission on behalf of all partners. They sign the contract, receive and manage the funds, oversee project implementation, and submit the final report to the Commission.
What is the role of project partners?
Partners must have clearly defined and meaningful roles in the conception and implementation of the project, as set out in the project proposal. Together with the project coordinator, they contribute to the development of the proposal, the implementation of activities and the preparation of reports by providing information on their respective contributions. While the coordinator’s role is broader than that of the partners, all parties share joint legal and moral responsibility – both towards each other and towards the European Commission.
What is an associated partner?
An associated partner is a cultural organisation that participates in the implementation of project activities with a substantially smaller scope of activities and financial obligations than the project partners. Independent costs incurred by associated partners are not eligible, unless they are directly covered by the project coordinator and/or the partners.
Can the same organization apply with multiple projects in one call?
As the lead partner in a project, an organisation is entitled to submit only one project proposal within a single call. However, as a project partner, there is no limitation on the number of projects in which the organisation may participate within the same call.
Can small or newly established organizations apply?
Calls are open to organizations of all sizes and capacities. Specific eligibility conditions are detailed within each call.

Who evaluates the applications?

All applications are evaluated by independent experts selected from the database maintained by the European Education and Culture Executive Agency (EACEA). The experts possess a high level of expertise in the various fields covered by the programmes managed by the Agency. Each application is assessed by two independent experts or by a panel of experts, depending on the type of call. To avoid any conflict of interest, experts do not evaluate applications from their home countries.

Where can I find the Creative Europe logo?
Beneficiaries are required to display the EU flag and acknowledge the support received through the relevant EU programmes in all communication and promotional materials. Instructions on usage and links to download the relevant files can be found here.
