In an increasingly dynamic digital media landscape, the European Commission continues to invest in innovative solutions that strengthen media literacy skills among citizens, support effective cross-border cooperation and reduce the harmful effects of disinformation.

This call is part of the Cross-sectoral strand of Creative Europe, with a total budget of €2,570,000 for 2025. The EU will co-finance up to 70% of each project, with a maximum grant amount of €500,000 per project. Applicants are required to secure additional funding from other sources.

Objectives

The aim of the call is to support projects that promote media literacy, enabling citizens to develop critical thinking regarding media, particularly in digital environments. The focus is on encouraging innovative initiatives and adaptive communities that respond to shifts in the media landscape.

Eligible Activities

  • Creation and dissemination of multicultural and multilingual content that strengthens digital skills and resilience to disinformation;
  • Development of innovative media literacy solutions for the future media environment;
  • Trainings and workshops for citizens and educators, including the exchange of best practices across different European regions;
  • Public events and awareness-raising workshops on media literacy.

Priorities

  • Sharing best practices in media literacy across cultural, linguistic and national borders;
  • Development of interactive online tools to combat disinformation;
  • Creation of educational materials and tools to promote a critical approach to media;
  • Developing practices adapted to emerging challenges such as manipulative techniques and AI-generated media content.

Eligible Applicants

Applicants must be consortia made up of at least 3 legal entities from 3 different Creative Europe participating countries. Consortia may include:

  • For-profit and non-profit organizations (private or public);
  • Public authorities (national, regional, local);
  • International organizations;
  • Universities and educational institutions;
  • Media organizations;
  • Research and technology institutions;
  • Technology service providers.

Expected Outcomes

  • Formation of pan-European consortia that develop and share best practices across cultural and linguistic boundaries, advancing tools and activities for media literacy to reach the widest possible audience and various types of media;
  • Forums for exchange targeting specific age groups, communities with limited media access or skills, or those at risk of social exclusion;
  • Support for media literacy professionals in adapting their practices to evolving media formats and consumption models.

Projects must foster active citizen engagement and a participatory culture. Cooperation with the European Digital Media Observatory (EDMO) is recommended to prevent duplication of efforts and promote the exchange of good practices.

Project Duration: Up to 24 months.
